Disclosed is a sieve (31) comprising, formed therein, a mixing space (35), a sieving space (36) arranged on the mixing space (35), and a mixture transport space (37) arranged on the sieving space (36). A mesh (23) for holding an active material (AM) in the mixing space (35) is arranged in the undermost part of the mixing space (35). A gas containing a powder of an electrically conductive material (AB) is supplied from a lower part of the mesh (23) toward an upper part of the mesh (23) to float the active material (AM) placed on the mesh (23) and cause the collision between floating particles of the active material (AM) and particles of the electrically conductive material (AB), thereby producing particles of a mixture. Among the particles of the mixture, particles having particle sizes equal to or smaller than a desired particle size range rise up from the mixing space (35) to the mixture transport space (37) through the sieving space (36), while particles having relatively large particle sizes do not reach the mixing transport space (37).
