<p><P>PROBLEM TO BE SOLVED: To provide technology for improving operability or convenience of a user not capable of promptly recognizing a hard key without impairing convenience of a user capable of promptly recognizing presence of the hard key. <P>SOLUTION: A decision part 103 decides whether or not a situation that the user does not recognizes the presence of a start key 63 occurs based on whether or not a lapsed time measured by a count part 102 exceeds a predetermined reference value.
