<P>PROBLEM TO BE SOLVED: To achieve reduction of generation of surplus power, and suppression of reduction of power generation efficiency through moderation of fluctuations of power generation voltage, and to cope with rapid increase in power demand. <P>SOLUTION: At each first evaluation time T1, based on the lowest value of the power demand in the first evaluation time T1, the target value of generated power of a fuel cell is set to be smaller than the lowest value. In a state of increased power demand in which the power demand is over the target value of the generated power by a prescribed value or more, when a second evaluation time T2 shorter than the first evaluation time T1 elapses, based on the lowest value of the demand power in the second evaluation time T2, the target value of the generated power of the fuel cell is set to be smaller than the lowest value.
