<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing system, a utilization control method, a program, and a recording medium, wherein use authority is flexibly controlled according to a user. <P>SOLUTION: The image processing apparatus 20 includes: a user information reference means 114 for referring to user information U in which user authority owned by a user for one or more functions is described; a storage means for storing information related to a present or past job requested by the user; a rule reference means 112 which refers to a rule for regulating a condition for rewriting authority for one or more functions; and an authority rewriting means 120 which determines whether the rule conforms to the regulated condition from information related to the user's job, and when the rule conforms to the condition, rewrites the user authority owned by the user and applies the rewritten user authority to the user.
