PROBLEM TO BE SOLVED: To provide a winding device and a sending-out device capable of preventing bending and a flaw of a sheet body, without causing a winding difference, when winding and sending out the sheet body. SOLUTION: This winding device (1) is a device for winding or sending out the sheet body (3) in the circumferential direction on and to the outer periphery of a core (2) installed in a chuck (6) of a winding support shaft (5), and is fixedly arranged in a frame (8) via an auxiliary member (4-6) so as to become a position for contacting or approaching a cylindrical stopper (4) with and to an end part of the sheet body (3). The cylindrical stopper (4) is rotatably constituted when contacting with the sheet body (3). The cylindrical stopper (4) for preventing the winding difference is arranged in the winding device (1), to prevent the winding difference caused when winding the sheet body (3).
