PROBLEM TO BE SOLVED: To efficiently improve the processing of each process in accordance with resource status. SOLUTION: A thread number limiting apparatus is equipped with: a memory amount monitoring part 13 for acquiring a memory amount Mmax available to a process at the start of the process, acquiring a memory amount M1 used by the process for application execution meeting the first request and acquiring a memory amount M2 used by the process for application execution meeting the second request; a thread number monitoring part 14 for acquiring the number of threads T generated by the application meeting the second request; and a limit value setting part 16 for calculating a memory amount MR per request from the memory amounts M1 and M2, calculating a memory amount MT per thread from the thread number T and the memory amount MR per request, and calculating and setting as an upper limit value parameter an upper limit value Tmax of thread number from the memory amounts Mmax and M1 and the memory amount MT per thread.
