A method for deactivating the idle mode signaling reduction (ISR), method for modifying the bearer parameters and network system are provided by the present invention. The method includes that: when the ISR is in the active state and a network side equipment detects that the bearer parameter required to be modified is only the allocation and retention priority (ARP) parameter, the network side equipment adds the bearer parameters corresponding to the terminal into a first updating bearer request (11); the network side equipment routes the bearer parameters corresponding to the terminal carried in the first updating bearer request to the terminal through the access network equipment, so the terminal can make the ISR deactivate after receiving the bearer parameters corresponding to the terminal (12). In the embodiment of the invention, when the ISR is in the active state and only the ARP parameter is required to be modified, by adding the bearer parameters corresponding to the terminal, the UE can deactivate the ISR, or the serving gateway (SGW) can send a updating bearer message carrying the updated ARP parameters to the mobile management entity (MME) and the serving GPRS support node (SGSN), and the basis for synchronization of the MME and SGSN is provided.
