PURPOSE: A secondary battery charging/discharging system using a power system based regenerating method is provided to regenerate power charged in a secondary battery by the power system, thereby saving energy. CONSTITUTION: A converter unit(50) boosts a voltage which is discharged from a secondary battery during a formation process. The first converter unit boosts the voltage which is discharged from the secondary battery. The second converter unit boosts the voltage boosted by the first converter unit. An inverter unit(60) inverts the voltage boosted by the converter and applies the voltage to an input system of a charging circuit which charges the secondary battery. The inverter unit comprises a three phase full bridge inverter(62) and an inverter controller(61).
