The device has a turning over unit (3) extending with respect to a rotating shaft (2). A material e.g. sludge, layer cutting unit (4) is maintained at a radial distance (g) from the shaft, and has a cutting blade whose plane is tangential to a cylindrical surface that has same geometrical axis as the shaft. The cutting unit is situated on the surface, and assures fragmentation of a sludge layer (C) during its penetration into the layer.
