PURPOSE: A wheel abnormality detecting device and system are provided to detect minor errors and the eccentricity and seismic center. CONSTITUTION: A wheel abnormality detecting device comprises an image acquisition part and an image analysis part. The image acquisition part gets a two-dimensional video toward the solution term set area of a wheel by using an image acquisition timing. The image analysis part extracts the gray level intensity distribution of the multi bits of the obtained two-dimensional video.
