The device has a thole pin (4) comprising a side equipped with a variable length tip (10), where the tip is adapted to the nature of a wall (3) made of concrete, wood and metal. An external screw thread is formed at another side of the pin to receive a variable thickness washer (5) that places an insulator (1) against the wall and receives facing plates (2) by projecting wings of the washer. An internal screw thread is formed at the latter side of the pin to receive a screw (6) that maintains the facing plates and sealing rings (7).
