<P>PROBLEM TO BE SOLVED: To provide a synchronization signal creation device and a synchronization signal creation method which achieve high-speed and high-accuracy synchronization when the device returns from hold-over state to a state of capturing a radio wave from a GPS communication satellite, or when shifting from the state of capturing the radio wave from the GPS communication satellite to the hold-over state. <P>SOLUTION: The synchronization signal creation device 1 is provided with a synchronization signal extraction unit 11, a control unit 12, a synchronization unit 13, a DAC unit (a digital-analog signal conversion unit) 14, and an oscillation unit 15.
