PROBLEM TO BE SOLVED: To solve the problem that stable determination is difficult when using only one macroblock pair while it is possible to use Macroblock Adaptive Field Frame Coding (MBAFF) capable of adaptively selecting a field mode/frame mode for each macroblock pair in an N.264/AVC system.

SOLUTION: The image encoding apparatus 101 includes: an encoding mode determination unit 108 for determining an encoding mode (field mode or frame mode) by encoding object block for an input image on the basis of the encoding mode calculated in the encoding object block and the encoding mode in the adjacent block; and an encoding unit 109 for encoding the encoding object block using the encoding mode determined by the encoding mode determination unit 108.
