<p><P>PROBLEM TO BE SOLVED: To provide a floor heating panel capable of shortening rise time during heating, efficiently performing heating by hot water, preventing air retention between an electric sheet heating element and a radiator even when the radiator such as aluminum foil is provided and preventing abnormal noise caused by air retention during walking. <P>SOLUTION: The electric sheet heating element 31 is laminated on a base material 11 in which a hot water pipe 21 is arranged in a groove 17, and in the electric sheet heating element 31, a plurality of through-holes 33 are formed in the position above the hot water pipe 21. The radiator 41 laminated on the electric sheet heating element 31 is brought into contact with the hot water pipe 21 in the portions of the through holes 33.
