PURPOSE: A packer for soil-nailing is provided to minimize the kind of heavy equipment in construction and ensure continuity of construction keeping the packing performance of a packer best. CONSTITUTION: A packer for soil-nailing comprises a packer(120'), an injection pipe(130') and an exhaust pipe(140). The packer has a hollow and enables a nail to pass through. The injection pipe is fixed through the packer and comprises an exhaust hole located on the hollow and a stopper for blocking communication with the hole. The exhaust pipe is fixed through the packer.
