<P>PROBLEM TO BE SOLVED: To provide an inexpensive elliptically polarizing plate, having high manufacturing efficiency and yield, and preferable for reduction in thickness and to provide a liquid crystal display device using the elliptically polarizing plate. <P>SOLUTION: The elliptically polarizing plate is in a roll shape, the plate being formed by stacking a transparent protective film 30, a polarizing film 25 and a quarter wave plate 10 in this order. An absorption axis 22 of the polarizing film 25 and a slow axis 12 of the quarter wave plate 10 intersect each other at an angle of 35-55°. The quarter wave plate 10 is formed of an oriented film obtained by obliquely drawing a resin film containing a polypropylene resin and aliphatic saturated hydrocarbon resin. As the polarizing film 25 and the quarter wave plate 10, a roll-like polarizing film and a roll-like quarter wave plate are used and stuck to each other by a roll-to-roll method to form the roll-like elliptically polarizing plate, and the liquid crystal display device uses it.
