PROBLEM TO BE SOLVED: To provide an image quality adjusting device and an image quality adjusting method, which can simultaneously execute the whole adjustment and partial adjustment of image quality while making a comparison. SOLUTION: The image quality adjusting device includes a whole adjustment part 12a for executing the adjustment regarding the specific image quality for the whole image, a partial adjustment part 12b for executing the adjustment regarding the specific image quality further for a partial image sectioned on the basis of a difference of the value of the specific image quality in the whole image for which the specific image quality is adjusted by the whole adjustment part 12a, and a display control part 12c for lining up and displaying menus 55, 56 for whole adjustment for inputting an adjustment instruction to the whole adjustment part 12a and menus 55a, 55b, 56a, 56b for partial adjustment for inputting an adjustment instruction to the partial adjustment part 12b.
