PROBLEM TO BE SOLVED: To provide an exposing device shortening the time required for exposing, in exposure using a lens formed by the refractive index distribution based on orientation variation of liquid crystal. SOLUTION: The exposing device 1 includes a liquid crystal panel 22 generating the orientation variation by being irradiated with a first light; and a light source 20 forming the refractive index distribution by inducing the orientation variation in the liquid crystal panel 22 by irradiating the liquid crystal panel 22 with the first light, and irradiating the refractive index distribution formed on the liquid crystal panel 22 with a second light before the refractive index distribution is relaxed and condensing the second light to a photoreceptor 3 sensitive to the irradiation with the the second light.
