PROBLEM TO BE SOLVED: To provide a congestion level measuring device for suppressing a work load for initial setting. SOLUTION: A CPU 14p displays a map image indicating a state of a bird's eye view of a plane on a monitor 16, and receives drag operation for designating one or not less than two rectangular areas on the displayed map image from an operator through an input device 18. A camera 12 includes an imaging surface for capturing the plane and repeatedly outputs an object field image, namely a camera image. The CPU 14p captures a camera image outputted from the camera 12, and allocates one or not less than two measurement areas corresponding to one or not less than two rectangular areas designated by the drag operation to the camera image. The CPU 14p further measures a congestion level of one or not less than two moving bodies existing on the plane for each measurement area allocated to the camera image.
