PROBLEM TO BE SOLVED: To provide a simply structured disaster prevention system capable of unfailingly collecting measurement values from a plurality of telemeters at short time intervals, and an alarm output method used for the same. SOLUTION: The disaster prevention system acquiring the measurement values of environmental information of an observation area from all of the plurality of connected telemeters at predetermined intervals includes a measurement value acquisition control section 122 acquiring the measurement value of the environmental information from the telemeter selected from a plurality of these telemeters at intervals shorter than the predetermined intervals, an abnormal value determination section 42 determining whether the measurement value acquired by the measurement value acquisition control section 122 is an abnormal value, and an alarm output control section 43 outputting alarm information when it is determined that the acquired measurement value is determined as the abnormal value by the abnormal value determination section 42.
