PROBLEM TO BE SOLVED: To simultaneously fix ends of two piping members and weld them when two piping members are extended through welding. SOLUTION: A clamper 42 to be press-fitted to the end of one piping member 32 to be joined, and a clamper 43 to be press-fitted to the end of the other piping member 33 are fixed to and installed on one base plate 34. Adjusting bolts 45, 46 are fitted to the position between the two clampers 42 and 43 of the base plate 34 and a connection member 44 for fixing clamp members 37a and 38a of the clampers 42 and 43; the clamper 42 is press-fitted to the end of the piping member 32 with the root-gap adjusting bolts 45, 46 being set to the end of the piping member 32; the clamper 43 is press-fitted to the piping member 33 with its end being set to the root-gap adjusting bolts 45, 46, and both piping members 32, 33 are fixed thereby.
