<P>PROBLEM TO BE SOLVED: To provide a base coat coating composition which can inhibit the crack of a metal thin film, even if a firm top coat layer, which can sufficiently protect the metal thin film, is formed on the metal thin film, and heat test is performed, and to provide a composite coating film and a method for manufacturing the film. <P>SOLUTION: The present invention relates to the base coat coating composition, which is used for the undercoat of the metal thin film formed on a metal substrate, includes not less than 30 mass% of epoxy (meth) acrylate which has a cyclic structure, and contains a coating film-forming component which has an average molecular weight between crosslinking points is 180-1,000.
