PROBLEM TO BE SOLVED: To enable a user to enjoy video images photographed a long time ago always without taking time or labor by having a TV propose video data photographed a long time ago to the user at attractive timing. SOLUTION: A recorder generates the video thumbnail of persons appearing in the video images and management information related to the appearing persons when storing the video images, records them in a nonvolatile memory, and when the stored video image coincides with a condition specified beforehand, notifies a video receiving, recording and reproducing device of the coincidence. The notified video receiving, recording and reproducing device notifies the recorder of the information of a viewer recognized by a camera. The recorder sends at least one video thumbnail related to the viewer to the video receiving, recording and reproducing device, and the video receiving, recording and reproducing device displays the video thumbnail and a comment for urging the viewer to view on a screen at such timing that viewing is not obstructed.
