PROBLEM TO BE SOLVED: To provide an image processing apparatus, method and program, capable of highly accurately detecting a mobile object, even when a camera moves, and a background changes according to the lapse of time. SOLUTION: The image processing apparatus includes: a matrix generator 21 for, when m×m(m: integer of≥2) pixels in one frame in an image captured by a movable camera are defined as one block, generating a matrix configured of luminance data about each of a plurality of corresponding blocks in temporally sequential frames for the sequential frames; a generator 22 for generating a covariance matrix by using the corresponding matrix; an calculator 23 for calculating a characteristic value and a characteristic vector from the covariance matrix, and for calculating an Euclidean distance between the corresponding blocks of the sequential frames based on the characteristic value and the characteristic vector; a threshold calculator 24 for calculating a threshold based on the calculated Euclidean distance; and a mobile object detector 25 for detecting a mobile object based on the comparison of the Euclidean distance and the threshold.
