The invention discloses a method for controlling establishment of Local IP Access (LIPA), the method includes that: an Access Gateway (AGW) confirms that when terminal data or application is required to be shunted, a terminal is notified that the Local IP connection is required to be established via a Mobility Management Entity (MME) and a radio side network element by bearer modification, or the radio side network element or a local gateway is notified route policy via the Mobility Management Entity (MME). The invention also discloses a system for controlling establishment of local IP access. The invention enables the terminal to acquire whether the Local IP Access (LIPA) is required to be re-established or not timely, therefore dynamic adjustment of local IP data is realized; at the same time, the dynamic adjustment of local IP data, and the dynamic establishment of local IP connection are realized in the case of local IP connection by the invention.
