Disclosed is a waste-paper processing device which comprises a pulper (14) that disintegrates materials to be recycled and that prepares recycled pulp; standard-size sheet tanks (11, 12) functioning as a plurality of material storages that store waste paper or shreds of waste paper serving as materials to be recycled and that supply the materials to be recycled to the pulper (14); and a control unit (7) that controls operations of the units included in the device. The standard-size sheet tanks (11, 12) are switchable, and the control unit (7) includes an operation switching unit (722) that switches between the standard-size sheet tanks (11, 12) when one of the standard-size sheet tanks (11, 12) becomes unable to supply the materials to be recycled so that the units can continue operating.
