For producing a force by the magnus effect, a hollow rotor is driven about an axis 2 and submerged in a liquid stream VI and the periphery of the rotor has passageways whereby liquid may enter the interior whereby the magnus effect is increased. The wall of the rotor may be composed of blades 1 which terminate on the cylindrical surfaces 5 and 6, the passageways between the blades being non- radial. In the construction shown in Fig. 2, the rotor has apertures 17 and blades 19 are located within a flange 20 so to withdraw the liquid from the interior of the rotor. The wall of the rotor may be formed of bands or chains supported on rollers and turning about a single axis or spaced axis.
