PROBLEM TO BE SOLVED: To provide a method for peeling a mortar layer, which enables the mortar layer to be efficiently and easily peeled from the surface of a concrete skeleton. SOLUTION: A plurality of locking portions 1 for a peeling implement are formed in the mortar layer 101; and the mortar layer 101 is cut off in such a manner as to surround each of the locking portions 1, and formed while being partitioned into a plurality of cut compartment portions 3 via a cut portion 31. A cured resin layer 2 is formed by adhering to almost the whole surface of the mortar layer 101. A mortar layer peeling implement 201 is operated while being locked to the locking portion 1, so that the cut compartment portion 3 surrounding the locking portion 1 can be pulled apart from the surface of the concrete skeleton 100 and peeled.
