PROBLEM TO BE SOLVED: To reduce risks of generating an estimation error caused by a requirement definition document of low quality, and of generating reworking and additional work. SOLUTION: This evaluation support device includes a table-of-content extracting part for extracting a table-of-content item from the input requirement definition document, a recommendation item storage part for storing preliminarily a recommendation item recommended to be used in the requirement definition document, a table-of-content correlating part for correlating each recommendation item stored in the recommendation item storage part, with the table-of-content item extracted by the table-of-content extracting part, a quality characteristic storage part for storing preliminarily a quality characteristic to be evaluated in each recommendation item, a check part for receiving an input of an evaluation result as to the quality characteristic to be evaluated stored in the quality characteristic storage part, in each recommendation item, and an evaluation report preparing part for outputting a content of the evaluation result received by the check part, as an evaluation report.
