PROBLEM TO BE SOLVED: To provide a radiation heating panel system operable so as to automatically maintain a panel surface temperature at an approximately constant level without requiring a temperature sensor on a panel such that the panel surface temperature becomes a predetermined temperature in accordance with room temperature or a preset temperature. SOLUTION: The radiation heating panel system includes: a radiation heating panel 2 mounted to a wall 45 or a ceiling 46 for use and having a sheet heating element 5 with a positive temperature coefficient and heat value characteristics provided therein; an electric current sensing means sensing an electric current value carried to the sheet heating element 5; and a panel temperature control means determining that a rise operation mode to continuously carry electric current to the sheet heating element 5 is started and that the panel surface temperature of the radiation heating panel 2 is raised to the preset temperature by the electric current value sensed by the electric current sensing means based on the heat value characteristics of the sheet heating element 5 and then, performing switching from the rise operation mode to an intermittent operation mode for repeating current carrying and stop of current carrying with respect to the sheet heating element 5.
