PROBLEM TO BE SOLVED: To provide a device and a method of automatically preparing optimum speed data in a specific section from a traffic signal intersection to another traffic signal intersection. SOLUTION: Each of a plurality of driving record data stored in a driving record data storage part at each stop point. Section data are formed, in which the start and end points of the sectioned driving record data agree with traffic signal intersection information stored in a traffic signal intersection information storage part. The section data having the same start and end points are extracted as the specific section data from the section data respectively formed for the plurality of driving record data.
