PROBLEM TO BE SOLVED: To provide an ADPLL with a function for detecting and correcting the occurrence of chattering due to noise or the like.

SOLUTION: The ADPLL including a TDC 802-2 and a counter 801-1 is provided with an encoder 802-3 for encoding output of the TDC (propagation delay information). The encoder 802-3 divides the propagation delay information consisting of a plurality of bits into predetermined units to enable 16-bit encoders in the encoder 802-3 to perform individual processing. The respective 16-bit encoders leave only change points close to the lowermost bit when plural change points exist in a part of the received propagation delay information.
