PROBLEM TO BE SOLVED: To transmit a beacon receivable even by a terminal executing a smoothing process between subcarriers when estimating a transmission path while bringing antenna directivity close to omnidirectionality. SOLUTION: A plurality of antennas 12 respectively convey burst signals that use a plurality of subcarriers and include control information for communications. Execution of cyclic time shifting in a cycle in a time domain when the plurality of subcarriers are used is specified on an antenna basis with a time-shift amount corresponding to each of the plurality of antennas 12. A control part 30 generates the burst signals to be reported from the plurality of antennas 12 while following the specification.
