PROBLEM TO BE SOLVED: To provide a new and improved application providing system allowing a user to smoothly acquire desired information by determining the presence of a specified application, and a portable terminal device and a server device. SOLUTION: The portable terminal device includes a transmission telegram message receiving part provided on an IC chip to receive a transmission telegram including parameter information and identification information of the application executed based on the parameter information, a transmission requirement generating part for generating a transmission requirement of the corresponding application when the application in correspondence with the identification information of the application included in the transmission telegram does not exist, and an application storage part for receiving and storing the application transmitted from the server device.
