The wheel (1) has a shroud (3) and feet (4) arranged at free ends of multiple moving blades (2) for fastening the wheel at grooves in a turbine shaft (10) of a steam turbine or a steam turbine-seated running wheel fastener (12). The moving blades, the shroud and the feet are made by monolithic electrical discharge machining and/or cutting i.e. milling, of a single workpiece, where number of the feet is smaller than number of the moving blades. The feet exhibit a t-shaped cross-section, where the wheel forms a closed ring and is formed with single rim or multi-rim.
