FIELD: information technology. ^ SUBSTANCE: system reliably provides shared use of load metric data on each subband through a return channel, as well as directly from cell to neighbouring cell. Also, the UE based communication system enables to reduce the volume of UE control information based on directly reading load metric of neighbouring cells.
