PURPOSE: An apparatus for displaying plasma and a method for manufacturing thereof are provided to extend the life of a device by lowering a discharge voltage by mixing activated carbon with a fluorescent substance layer and adsorbing impurities existing within a panel. CONSTITUTION: An address electrode(112) is formed on the top of a first substrate(111). A first dielectric layer(113) is formed to cover the address electrode. A partition wall(114) maintains a space between the first substrate and a second substrate(120). A fluorescent substance layer(115) is formed in the area divided with the first dielectric layer and the partition wall. A second dielectric layer(124) is formed in the second substrate to protect a scan electrode(122) and a sustain electrode.
