A data processing method and apparatus, the method comprising the steps of transmitting encoded information by using the priority added to said encoded information and thereby thinning it when an actual transfer rate exceeds the target transfer rate of information for picture or audio or it is decided that writing of said encoded information into a transmitting buffer is delayed as the result of comparing the elapsed time after start of transmission with the period to be decoded or output added to said encoded information.
