The apparatus has a pin i.e. piercing needle (20), for performing a reciprocating movement and for forming a through-opening (18) in an elastic sealing element (10). Another pin i.e. hollow needle (30), is provided for receiving the sealing element. An outer circumference of the latter pin is made larger than an outer circumference of the former pin during expansion of the through-opening produced in the elastic sealing element. A cutting tip of the former pin is formed by a cone. The latter pin is positioned in an extension of the cutting tip and oriented along an axis.
