PURPOSE: A water-soluble epoxy coating material composition and a construction method of the epoxy coating material composition reinforced with inorganic materials are provided to satisfy specific physical and chemical properties and surface roughness. CONSTITUTION: A water-soluble epoxy coating material composition comprises: a main material including 38-60 weight% of a bisphenol-F type epoxy, 38-57 weight% of a phenol novolac epoxy, 1-2 weight% of silane, and 1-3 weight% of novolac bisphenol-A type epoxy; and a curing agent including 68-81 weight% of an amine amide hardener, 10-15 weight% of reactive diluents, 8-12 weight% of hardening accelerating amine, and 1-5 weight% of silane.
