PURPOSE: An uplink scheduling method according to a semi continous resource allocation method in mobile communication system and apparatus thereof are provided to prevent a serving delaying by enabling a base station to perform quick resource allocation. CONSTITUTION: The specific field is settled as a predetermined price predetermining according to semi continous resource allocation. Resource allocation control information including the specific field is created. The specific field of the resource allocation control information is coded to cyclic shift for operating MU-MIMO operation of a terminal(330). A transmission block including coded resource allocation control information is constituted(325). The transmission block is transmitted to the terminal.
