PURPOSE: A topic managing server, a topic managing system, and topic managing method for developing data distribution service system effectively are provided to offer a method for an efficient development of the data distribution service server. CONSTITUTION: Topic information is used in a software developer terminal and middleware between each software module. A topic integration list generating unit(121) creates the topic integration list including the received topic information. The topic integration list storage(122) stores the integrated topic list. A topic integration list transmission unit(123) transmits the requested topic list to a terminal.
