PROBLEM TO BE SOLVED: To eliminate unbalance in an exhaust air volume on the entire warm air exhaust face while saving energy.

SOLUTION: A wind turbine generator 9 of which an exhaust air volume is controllable is disposed on an exhaust face (holes formed on several parts of ceiling surface 8) to exhaust the warm air discharged from an instrumentation rack 1 to a space under the roof. A rotational frequency of a wind turbine is decreased by a brake and the like in the wind turbine generator 9 having too much exhaust air volume to suppress the exhaust air volume.
