A random-based betting system and apparatus is described. The system comprises a at least one data entry station having an input means to accept game entry data; a data processor in data communication with the data entry station for receiving game entry data from the data entry station and issuing a validated record of said game entry data; a means for allocating a standard game entry fee based on the game entry data; a means for identifying a winning outcome according to a predetermined game procedure, the predetermined game procedure being based on a comparison of each validated record of game entry data with a winning set of randomly-selected data; a means for allocating a standard dividend from a prize pool to be paid for the winning outcome based on said comparison; and, a means for registration of a nominated percentage elected by a player, whereby the nominated percentage is applied to the standard game entry fee to determine an actual game entry fee and the nominate percentage is applied to the standard dividend to determine an actual dividend for the winning outcome.
