PROBLEM TO BE SOLVED: To obtain a packet transmission control method with which an order of transmitting data to a mobile station can be guaranteed at a handover destination base station. SOLUTION: A packet transmission control method in a communication system includes: switching a path for an access router 3 to transmit a user packet from a first path, including a handover source base station 2-1, from the access router 3 to a handover destination base station 2-2 to a second path, not including the handover source base station 2-1, from the access router 3 to the handover destination base station 2-2; receiving the user packet via the path, at the handover destination base station 2-2; and transmitting the user packet to a mobile station 1. The packet transmission control method further includes the steps of: transmitting a non-user packet from the access router 3 to the first path after path switching; receiving the non-user packet at the handover destination base station; and controlling an order for the transmission of the user packet received by the handover destination base station to the mobile station on the basis of the received non-user packet.
