PROBLEM TO BE SOLVED: To provide a mobile station which regulates SSAC for an MMTEL/IMS layer function while concealing the AC of the mobile station UE from the MMTEL/IMS layer function. SOLUTION: In this mobile station UE, an AS layer function 10 includes: a notification information receiving unit 11 for receiving notification information; an adjustment unit 13 for generating second regulation information (ac-BarringFactor and ac-BarringTime) on the basis of first regulation information (ac-BarringFactor and ac-BarringTime) included in the AC of the mobile station UE and the notification information; and a notification unit 14 for notifying the MMTEL/IMS layer function 30 about the second regulation information. The MMTEL/IMS layer function 30 further includes a determining unit 24 for determining whether a transmission can be processed or not on the basis of the second regulation information.
