<P>PROBLEM TO BE SOLVED: To provide a binder composition for an electrode having PTFE particles uniformly dispersed in N-methyl-2-pyrrolidone (NMP) in a non-fibrillar state. <P>SOLUTION: The binder composition for an electrode includes NMP, a binder polymer for a collector having excellent binding property to a collector and dissolvable in NMP, PTFE particles (C), and FEP (Fluorinated Ethylene Propylene) particles (D), and does not include an electrode active material.
