PROBLEM TO BE SOLVED: To provide a Web service system or the like allowing distribution of a request to a plurality of servers such that a plurality of kinds of index values integrally become uniform. SOLUTION: In this Web service system, the plurality of Web servers 30A-E each processing the connection request from an external device to return a processing result to a request source, and each collecting the index values about indexes of a plurality of items representing its own operation situation, a load distribution device 10 determining a Web server based on a specific reference index, and a server selection reference determination device 20 totaling the index values received from the respective Web servers, determining the reference index based thereon, and transmitting it to the load distribution device are connected to each other. The server selection reference determination device 20 calculates a deviation value in each index, calculates a difference between a maximum value and a minimum value of the deviation value at the same time point, and determines the index wherein the difference becomes maximum as the specific reference index.
