PROBLEM TO BE SOLVED: To achieve an optical transmission line holding member which inexpensively allows a direct optical coupling between an optical element and an optical fiber, inexpensively allows a direct optical coupling between an optical semiconductor element and an optical transmission line such as an optical fiber, stably and easily achieves three-dimensional electric wiring between an optical element mounting surface and a packaging surface, and allows a parallel arrangement of an optical fiber and a packaging substrate. SOLUTION: The optical transmission line holding member has holding holes for holding optical transmission lines, and has electric leads 3 embedded so as to be at least partly exposed on an optical element mounting surface 8 on which the openings 4 on one side of the holding holes 2 in the optical transmission line holding member are positioned, and at least a part of the cutting planes of the electric leads 3 is exposed on a surface 32 adjacent to the optical element mounting surface 8.
