PROBLEM TO BE SOLVED: To provide a method for effectively using surplus BOG, which allows further effective use of surplus BOG generated from an LNG receiving station, compared with in the past. SOLUTION: Surplus BOG delivered from the LNG receiving station is supplied to each of a gas turbine-combined power generation facility 3, steam power generation facilities 5a, 5b and a gas hydrate production facility 7 of an iron mill by-product gas power plant 1 to effectively utilize BOG as complementary fuel of both the power generation facilities. The supply of surplus BOG delivered from the LNG receiving station is preferentially performed to the gas turbine-combined power generation facility 3, and when the BOG cannot be completely consumed in the power generation facility 3, the residual BOG is supplied to the steam power generation facilities 5a, 5b. When the BOG cannot be completely consumed in both the power generation facility 3 and the steam power generation facilities 5a, 5b, the residual BOG is stored as gas hydrate.
